1) Write concisely! More is not necessarily better if the required points from the rubric are missed. However, never sacrifice clarity for brevity. I expect one to develop ideas, not truncate or just provide bottom lines.

I don’t want just a lot of facts if the facts are not relevant to the conclusion. So if your paper has nothing to do with state or local issues, even though the question suggests that you cover this, it is not necessary. Truly, it is your conclusion that drives both the paper and the grade. If your body matches the conclusion, and the introduction lays it all out, that is what is going to determine the grade, not the guideline questions which are meant only to help you formulate ideas.
